In "Leviathan" Hobbes speculated that "whatever the state does is just by definition and all of society is a direct creation of the state and a reflection of the will of the ruler". Hobbes was in agreement with Locke that government should be secular, but Hobbes thought that instead of a constitutional monarchy, government should be ruled by a more authoritative absolute monarchy.
