The New Deal was revolutionary, but needed a brilliant man such as Roosevelt to guide and lead the movement in order to achieve the success that it did. Without Roosevelt, a plan similar to the New Deal would have occurred, but may not have ever reached the greatness and success without the genius and charisma of the man.
