As you can see, Napoleon clearly was an improvement over the previous governments of France. Napoleon improved not only France, but also the countries he conquered. Napoleon's improvements promoted civil equality, granted liberties, and made the government of France productive. Without Napoleon, the world as we know it would be much different.
