The goal of incarceration of youths should be rehabilitation. In order to fix a problem we have to define it as clearly as possible. Each facility using these programs should have a full-time grant writer, because money exists to fund many new innovative programs. This would supplement educational and other funds from state budgets. Each program should also have some kind of outreach coordinator who could make contact with local universities.
