Without congress vetoing military apprpriations during the 94th session of congress an increase in the volume of money and credit relative to available goods and services would have resulted in a continuing rise in the inflation causing high unemployment. This was just being one of the many bills that were passed by the US congress to better the living conditions of the American citizens.
