In the year 2000 oil prices have been outrageous. They have sky rocketed to above $30 a barrel. But in 2001 they have been steadily sliding down, thanks to the economical slowdown, they have dropped to as low as $11 a barrel. Right now they are between $17 and $18 a barrel. and another country could come in and take over.
Another way to look at it is that Russia wanted to cut production but had so very little control over its oil producers that it didn’t happen or they knew it wouldn’t and so therefore didn’t even attempt to. The truth is that whatever the government thinks about it, high production levels with lower prices, suit’s the oil barons very well indeed.
