The theme of the modern sovereign state over the last four centuries has been “no permanent friends, only permanent objectives.” During the period from 1789 to 1823, The United States accomplished one of its objectives, the Monroe doctrine of 1823 but was unsuccessful in the Proclamation of Neutrality issued in 1793 objectives. So in theory, The United States was unable to achieve what George Washington had originally stated in his farewell address of 1796, because they had formed ties with other countries.
