In justice as fairness an individual is asked choose the principles that will decide the distribution of primary goods in society. Thus Rawls' theory would be preferred to the principle of average utility because the difference principle requires that society work to the advantage of the least favored group, it offers broader desirable consequences and is therefore the more rational choice.
