To be seen, as a leader in Koro's eyes is a great achievement because Koro's standards are very high and most importantly he did not approve females to become a leader. Koro as a character hasn't developed for most of the movie. He was still ignorant to Pai's abilities until she did something only a true leader can so, ride the great whale of Paikea.
