Those who are willing to sustain the cost and inconvenience of selling one house and buying another simply to enjoy school system. Who gains? The same people I just mentioned who enjoy school system they have chosen. Liberty: Yes, the issue can be escaped if we simply don’t want to choose to have a better school system.
